DTCP and CMDA approved plots: what the approval means
CMDA approves layouts in the Chennai Metropolitan Area, DTCP in the rest of Tamil Nadu. Why an approved layout matters for loans, building permission and resale, and how to check.
A layout (a piece of land divided into plots) needs planning approval before plots are sold. In the Chennai Metropolitan Area the approving body is CMDA; in the rest of Tamil Nadu it is DTCP (Directorate of Town and Country Planning).
Why it matters
- Banks give home and plot loans more easily for approved layouts.
- Building permission is simpler on an approved plot.
- Roads, parks and public spaces in an approved layout are handed over to the local body.
- Resale is easier.
How to check
- Ask the seller for the layout approval letter and the approved layout plan with the approval number.
- Check that your plot number is on the approved plan with the same size.
- Check the approval on the DTCP or CMDA website, or with the local body.
Unapproved layouts made before October 2016 could apply for regularisation under the government’s scheme. If a plot is “regularised”, ask for the regularisation order for that plot.

What is the difference between DTCP and CMDA approval?
Both are planning approvals for layouts. CMDA covers the Chennai Metropolitan Area; DTCP covers the rest of Tamil Nadu.
Can I get a loan for an unapproved plot?
Most banks lend only for approved or regularised plots. Ask your bank before paying an advance.
